How Does Medicaid Work?
In Arizona, the agency that manages federal Medicaid benefits is the Arizona Health Care Cost Containment System, or AHCCCS.
Does Medicaid Cover Child Dental Services?
For children of eligible households who are under age 19, Medicaid pays for the costs of all medically necessary dental treatment services. This includes:
- Routine and preventive treatment services, like check-ups, dental exams, and teeth cleanings.
- Restorative treatment like cavity fillings, root canals, and bridge work.
- Orthodontic treatment as long as it is not primarily for cosmetic purposes.
- Emergency dental services.
- Oral surgery.

How Does Arizona Manage Medicaid Child Dental Treatment?
Under AHCCCS, Arizona pays for Medicaid dental services as a form of insurance. AHCCCS partners with insurance companies to use Medicaid funds to pay for the costs of approved dental, orthodontic, and surgical treatment procedures.
Arizona provides dental care services under CHIP through a program called KidsCare. The difference between Medicaid benefits applied through AHCCCS and CHIP benefits applied through KidsCare is that in Arizona, CHIP benefits are for low-income households that do not qualify for coverage under Medicaid.
- There is no Medicaid health insurance premium for children covered under AHCCCS.
- For CHIP coverage, a monthly premium of $10 to $70 a month covers all children in the household.
How Does a Household Qualify for Medicaid or CHIP Child Dental Coverage?
States have their own eligibility requirements for children’s Medicaid and CHIP coverage. In Arizona, these requirements are based on the children’s age, the number of people living in the household, and the household’s income as a percentage of the federal poverty level.
